Joann is Dobson Fiber's Chief Technology Officer. She leads Dobson's technical strategy with a focus on building scalable infrastructure, driving operational excellence, and translating investment into meaningful value for customers and communities across the regions Dobson serves. She oversees Network and Voice Engineering, the Network Operation Center, Capacity Planning and Information Systems.
Prior to joining Dobson Fiber, Joann served as Chief Network Officer at Point Broadband, where she focused on transforming systems through strategic integration and driving increases in overall network reliability. Before that, she spent more than two decades at Comcast, leading at the regional level and rising to Vice President of Engineering and Operations at the national level.
Joann is recognized for driving operational excellence, modernizing architectures, and leading organizations through complex transformation across national, regional, and multi‑division environments. She is a trusted partner to executive teams, aligning technology, operations, and financial models to elevate customer experience, strengthen reliability, and accelerate enterprise performance.
Joann holds a Master of Science in Management and Leadership from Purdue University Global, a Bachelor of Science in Electrical Engineering from Purdue University, and a Bachelor of Science in Business (Accounting) from Indiana University. She is a certified Lean Green Belt and holds project management and change management certifications. A graduate of the SCTE executive leadership program, Tuck at Dartmouth, she is also a recipient of the Women in Cable & Telecommunications Chapter, Woman in Technology Award.
