Everett Dobson

Everett currently serves as Chief Executive Officer for Dobson Technologies. He was born in Guthrie, OK and grew up in Cheyenne, OK. He attended Southwestern Oklahoma State University (SWOSU) where he graduated with a bachelor’s degree in Economics.

In 1989, with the help of family-owned Dobson Telephone Company, Everett founded Dobson Communications Corporation (DCC).

Everett served in many capacities during his tenure at DCC: General Manager, Secretary, President, Chief Operating Officer, Chief Executive Officer, and Chairman of the Board of Directors. DCC was sold to AT&T in November 2007 for $5.1 billion enterprise which included $2.8 billion equity market capital. At the time of the sale, the company was operating in 17 states, producing $1.6 billion in revenue and over $500 million in operating cash flow, had 3,000 employees and 1.6 million subscribers.

Dobson has been a member of the board of directors for the National Cowboy and Western Heritage Museum since 2000 and served as Chairman of the Board in 2012 and 2013. He has served his alma mater as a member of the SWOSU Foundation board of directors since 1991 and sits on the Investment Committee. Everett served on the Cellular Telecommunications Industry Association (CTIA) board of directors from 1996 until 2007.

Everett and his wife live in Oklahoma City and have been married for 29 years. They have three daughters and four grandchildren.

Frank Franzese

Frank serves as President of Information Technology, Transport and Telecom Solutions. As president, Frank oversees the customer and market-facing portion of the company and is responsible for setting and achieving overall company objectives. He has been with the Dobson family of companies for more than five years.

Previously, Frank has held other executive-level positions and has more than 25 years of relevant business experience. While at Nextel Communications, he served as the president of the Midwest area and at Cellular One served as the senior vice president of sales and field operations. He has also held senior level positions at Cincinnati Bell and Cricket Communications. Furthermore, Frank created and managed his own company, Pride Training and Development, a service organization that provided sales and leadership development to a variety of business clients.

Frank graduated with a bachelor’s degree from Muhlenberg College in Allentown, PA and earned a Certificate of Leadership from McDonough School of Business at Georgetown University. He is a former member of the board of directors of Victory Junction Camp and continues as part of the Association of the Hole in the Wall Camps. Currently, he serves on the advisory board of the Foundation for Oklahoma City Public Schools. Frank resides in Edmond, Oklahoma with his family.

Trent LeForce

Trent serves as Chief Financial Officer for Dobson Technologies and Acting President for Dobson Telephone Company. Trent has worked for the Dobson group of companies in various capacities since 1997. He was the corporate controller for Dobson Communications from 1997 to 2007, when the company was sold to AT&T. Most recently Trent was a financial executive with the Dobson Family Partnership, the majority owner of Dobson Technologies. Prior to joining the Dobson team, Trent was a senior audit manager with Coopers and Lybrand in the firm’s OKC office.

Trent is a certified public accountant and received a bachelor’s degree in accounting from Oklahoma State University.

Jim Horsburgh

Jim serves as Chief Development Officer for Dobson Technologies. In his role, Jim is responsible for the evaluation of strategic partnerships, mergers and acquisitions along with general business development. Jim has been with the Dobson companies for 17 years and Dobson Technologies for one year.

Jim brings more than 17 years of telecom experience to Dobson Technologies. Previously, Jim served as the corporate development officer for the Dobson Partnership and the chief operations officer for the AT&T/Dobson Divestiture Trust. Jim also served as vice president of business development for Dobson Communications Corporation.

He graduated from Oklahoma State University with a bachelor’s degree in finance and a MBA. Jim also spends time volunteering for Heartland Helpers.

Francisco Maella

Francisco Maella serves as Chief Technical Officer for Dobson Technologies.  Francisco directs all aspects of Dobson’s network and IT operations. Maella joined Dobson in the first quarter of 2018 and brings over 22 years of experience in the telecom industry. He most recently served as Chief Operating Officer for Texas-based Alpheus Communications.   

Maella received his electrical engineering degree from the University of Louisiana at Lafayette and is a graduate of the University of Houston’s MBA program. 


Larry Fuller

Larry serves as Senior Vice President of Customer Operations and has been with Dobson companies for 14 years. Larry is responsible for managing and directing the day-to-day operations of the customer support functions. He is also responsible for the planning and execution of the company’s strategic product development activities. Larry oversees customer lifecycle management, including technical support and customer retention. Previously, Larry served as director of pricing and retention for Dobson Cellular Systems for eight years. As director of pricing and retention, Larry developed price plans for customers and business markets and managed customer lifecycle processes.

Larry graduated from the University of Oklahoma with a bachelor’s degree in accounting and brings more than 22 years of marketing and telecom experience to Dobson Technologies. He is a member of the Oklahoma Society of Certified Public Accountants and a volunteer at the Regional Food Bank of Oklahoma. Larry lives in Oklahoma City with his wife and three boys.


Raymond Castor

Raymond serves as Senior Vice President of Information Technology. He is responsible for leading and managing all technology efforts for Dobson Technologies operationally and strategically. Raymond has been with Dobson Technologies for more than 10 years. He has 23 years and a wide variety of information technology experience that he brings to the Dobson team. Previously, Raymond spent two years with Northrup Grumman IT as a senior engineer assigned to Tinker Air Force Base, four years with Logix Communications as an IT services manager, and four years with Centech assigned to Tinker Air Force. He also has 10 years of banking experience with Bank IV. Raymond holds a Microsoft Certified Solutions Expert certification to add to his extensive IT expertise.
