OSP Engineer

ESSENTIAL FUNCTIONS:

The primary responsibilities of the OSP Engineer will be to oversee the detailed engineering tasks of labor and material job costing quotes for various projects and prepare buried and aerial permits, among other tasks to be assigned.  This includes general engineering for sales quotes, site surveys, easements and permitting, as well as support in the OSP design. The OSP Engineer will act as a liaison between contractors, government agencies, third party administrators, and corporate management. This position is an exempt- salaried position with experience in detailed OSP Engineering an essential requirement. The understanding of telecom industry standards, local telecom practices/procedures and governmental rules and regulations is necessary.

RESPONSIBILITIES INCLUDE:

  • Prepares bid sheets for construction and facilities acquisition, utilizing computer-Aided Design (CAD), Visio and GIS to develop construction designs
  • Extensive knowledge of fiber optics, installation, modification, quality control, testing, operating procedure, inspection, and maintenance of equipment, according to engineering principles and safety regulations.
  • General knowledge of City, County & ODOT permitting
  • Extensive knowledge regarding surveying projects pre & post construction
  • Responsible for coordination of inside plant and outside plant site surveys
  • Proficient in creating construction prints and As Builts via Visio and/or Circuit Vision
  • Analyze complex engineering problems and assist with special projects as directed by the Director of OSP Engineering
  • Perform other duties as directed by the Director of OSP Engineering Manager which may transcend departmental boundaries in order to meet company and departmental goals
  • Establishes project objectives, analyzes the project proposal and collaborates with management
  • Analyzes product design, customer requirements and performance standards
  • Ensures that all permissions required for the execution of the work are available and valid
  • Determines feasibility of the projects; identifies and forecasts costs and requirements

QUALIFICATIONS:

  • A college degree in a related field with a minimum of 5 years’ experience as an Outside Plant Engineer or equivalent years of experience
  • Minimum of 2 years experience in utility permitting and/or construction estimation (telecommunications preferred)
  • Advanced understanding of telephone industry standards, local telecom practices and procedures, local, city, state and governmental rules and regulations
  • Strong overall knowledge of the telecom industry and possess technical aptitude
  • Advanced understanding of underground/aerial fiber and substructure design
  • Knowledge of fiber splicing and fiber assignments
  • Outside Plant Installing
  • Outside construction experience
  • Must have extensive experience in fiber optics, telephony, easements, and staking
  • Knowledge of all state/local/RR permitting regulations regarding Right-of-Way, Property Rights and Easements
  • Familiarity with RUS standards and Unit specifications
  • Knowledge of NESC overhead clearances and standards (preferred)
  • Proficient in at least one of the following: AutoCAD, Visio or GIS
  • Ability to prioritize a heavy workload and remain organized
  • Ability to conduct research and analyze information gathered
  • Well developed decision-making, analytical and problem solving skills
  • Must be able to represent the company in a professional manner at all times
  • Ability to perform field site meets; meet with developers, customers, local agencies
  • Attend City and County Commission Meetings
  • Must have general knowledge of MS Office 2008 (Word and Excel specifically)
  • Excellent oral/written communications skills
  • Strong organizational skills
  • Physical requirements- Candidate must be able to lift 50lbs
